The Kanamara Matsuri (Festival of the Steel Phallus) is an annual Shinto fertility festival held in Kawasaki, Japan in spring. (wiki)

Females are being asked to lineup at the wooden phallus and pose with a lollipop.  'Instinctively', this is what they do.
